The North Dakota Department of Commerce, Division of Community Services and North Dakota Housing Finance Agency announce the opening of the 30-day comment period for the State’s 2026 Annual Action Plan.
The Action Plan provides a summary of the actions, activities and specific federal and non-federal resources that will be used during the year to address priority needs and goals identified in the Consolidated Plan. The Action Plan includes the State’s plans for allocating the U.S. Department of Housing and Urban Development CPD formula block grant programs: Community Development Block Grant, HOME Investment Partnerships, National Housing Trust Fund and Emergency Solutions Grants programs.
The Action Plan describes how the funds from each program will be distributed during the 2026 program year, which is scheduled to begin on July 1, 2026. Funds are expected to be received on or about August 1, 2026. HUD has not yet released the 2026 formula allocations therefore allocation amounts are currently estimated.
The Action Plan will be available online at ndgov.link/ConsolidatedPlan and at www.ndhousing.nd.gov beginning April 10, 2026. The 30-day comment period will end on May 12, 2026. Comments must be received by 5pm central time.

The North Dakota Department of Commerce Division of Community Services (NDDCS) is announcing the opening of a pre-application period for the Community Development Block Grant (CDBG) FY2026 beginning May 28, 2026, through July 24, 2026. Pre-applications must be received by 5pm central time on July 24, 2026, to be considered for funding.
Pre-applications will be reviewed based on the scoring criteria outlined in the 2026 CDBG Program Distribution Statement (PDS). At this time, a DRAFT 2026 CDBG PDS is available and is subject to change until final approval given by HUD at a to be determined time.
If a Unit of General Local Government (UGLG) is surveying the community to qualify as low-to-moderate income, the survey must be completed and received by DCS no later than May 7, 2026.
The pre-application and FY2026 CDBG PDS will be available May 28, 2026 at https://www.commerce.nd.gov/community-services/community-development/community-development-block-grant-cdbg.
