Public Notice - Substantial Amendment for Community Development Block Grant Cares Act Funding (CDBG-CV)
The North Dakota Department of Commerce, Division of Community Services, is announcing an amendment to their 2019 Substantial Amendment to the 2019 Annual Action Plan of the State’s Consolidated Plan which serves as the grant application to the U.S. Department of Housing and Urban Development for the Community Development Block Grant, HOME, National Housing Trust Fund and the Emergency Solutions Grant programs.
This amendment dated May 10, 2023 to the Community Development Block Grant Cares Act funding (CDBG-CV) clarifies CDBG-CV Funding Levels for eligible activities and eligible project activities and adds the state direct administration of $2 million for a statewide food distribution center. The amendment is a stand-alone document and serves to provide notice to the public of the distribution of dollar amounts, spending restrictions and expenditure timelines on the use of the CDBG-CV funds.
The proposed Substantial Amendment to the Annual Action Plan will be available on the Division of Community Services website, https://ndgov.link/CDBG-CaresAct beginning May 30, 2023 through June 6, 2023. Written comments must be received by 5 PM CDT June 6, 2023.

Public Notice - FY2023 Community Development Block Grant Pre-Application
The North Dakota Department of Commerce Division of Community Services (NDDCS) is announcing the opening of a pre-application period for the Community Development Block Grant (CDBG) FY2023 beginning June 1, 2023, through July 27, 2023. Pre-applications must be received by 5pm central time on July 27, 2023, to be considered for funding.
Pre-applications will be reviewed based on the scoring criteria outlined in the 2023 CDBG Program Distribution Statement (PDS).
The pre-application and 2023 CDBG PDS will be available June 1, 2023 at https://www.commerce.nd.gov/community-services/community-development/community-development-block-grant-cdbg
